Constitution of the National Federation of the Blind, 1940

ARTICLE I THE NAME

The name of this organization is The National Federation of the Blind.

ARTICLE II PURPOSE

The purpose of the National Federation of the Blind is to promote the economic
and social welfare of the blind.

ARTICLE III MEMBERSHIP

Section a). The membership of the National Federation of the Blind shall consist
of delegations from each of the states of the United States.

Section b). Each state shall have one vote.

Section c). Delegations shall represent organizations of the blind controlled
by the blind; but individuals may be admitted to membership with all the privileges
and duties of representative members except that they shall not be entitled
to vote or hold office.

ARTICLE IV OFFICERS

Section a). The officers of the National Federation of the Blind shall consist
of president, first vice-president, second vice-president, secretary and treasurer. They shall be elected biennially.

Section b). The officers shall be elected by majority vote of the states.

Section c). The National Federation of the Blind shall have an Executive Board
which shall be composed of the officers plus four members selected in the same
way whose regular term shall be four years, but at the first election two shall
be elected for two years.

ARTICLE V DUTIES OF OFFICERS

The officers shall have such powers as are usual to their respective offices
and they shall be governed by Roberts Rules of Order revised.

ARTICLE VI PROCEEDINGS

Roberts Rules of Order revised shall govern all proceedings.

ARTICLE VII AMENDMENTS

This constitution may be amended at any annual meeting by a two-thirds majority
vote of those present and voting.
