Editor's Note
Ordinarily the Monitor is published on
a monthly basis. From time to time,
however, we double up and combine two
months into a single issue. That is
what we are doing in the present instance--May-June,
1986. By the time the
July issue comes from the press, we will
probably be heading for the National
Convention in Kansas City.
In the meantime convention reservations
continue to come in, but we can
expect the usual last minute flood in
May and early June. The airline battle
goes forward, and the end is not yet in
sight. Rehabilitation appropriations
are up, and many of the agencies are
claiming they are down. In short, life
goes on as usual, and all is normal.
